Japan’s Duty-Free System Will Change: Moving to a Refund Method

From November 2026, Japan’s consumption tax (VAT) exemption system will undergo a major change.Until now, foreign travelers could purchase goods at duty-free shops without paying consumption tax.Under the new system, travelers must first pay the full price including tax, and then receive a refund at departure (refund method).
